Add a policy to disable the Play Store entirely on enrolled devices through installation attributes.

This is required for allowing ARC++ RIX status within Google (fully++). We will probably not surface this for external customers as our guidance there would be to turn off per-user. Google admins however still want users to be able to access the play store on non-RIX machines.
