Bring to front a DevTools detached window upon invocation

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.95 Safari/537.36 Steps to reproduce the problem: 1. Open a multitude of windows 2. Open DevTools and detach it from browsing window 3. Get the DevTools buried behind other windows What is the expected behavior? When a DevTools window is being opened with keyboard shortcut (say, cmd-opt-C on Mac), it should also be brought to the front and receive focus. What went wrong? Since the window is open (programmatically speaking), it is not re-opened, but remains buried behind other windows. This is even more problematic if you have small screen estate and happen to have two DevTools windows open among which you have to identify the window you have in mind.. Did this work before? Tested on Mac os 10.12.2 , windows 7 and ubuntu 14.04 using chrome canary M58 #58.0.2007.0/58.0.3008.0 and chrome stable M56 #56.0.2924.87 and issue is reproduced. Confirming this issue and marking it as untraiaged for further inputs from related team. Thanks!

When DevTools is open and behind the browser, you should be able to focus DevTools and bring it to front by doing these on the inspected page: - cmd-opt-C and clicking an element - cmd-shift-J - cmd-shift-I - F12 cmd-opt-C doesn't immediately bring to front so that you can select a specific element first. Doing any of the steps above brings the detached window in front for me. Have you tried these on Canary?
