Regression: [MD Settings] Unnecessary scroll position changed after switching the tabs on 'Add languages' overlay .

Issue description

Chrome Version: 57.0.2987.37 (Official Build)47a57c88d21c9db6c802e723966c0d7a1e5a991c-refs/branch-heads/2987@{#374} 32/64-bit.
OS: Windows (7,8,10), Mac (10.11.6,10.12.1), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/languages and expand the 'Language' section.
2. Click on 'Add languages' button to open 'Add languages' overlay and scroll down the page.
3. Now, open NTP, come back to previous tab ('Add languages' page) and observe the scroll position.

Unnecessary page scrolled up.
Scroll position should not change.

This is a regression issue, broken in M-57 series, below is manual regression range.

Good build: 57.0.2944.0 
Bad build: 57.0.2945.0

You are probably looking for a change made after 436893 (known good), but no later than 436894 (first known bad).

Seems to be a side effect of issue 621748. My CL causes the top checkbox to be focused when the dialog is opened; on switching back from another tab, the top checkbox (still considering itself focused) forces itself to be scrolled into view.
