Regression: In Incognito window, Show all button background is seen in black color in Downloads shelf.

Chrome Version: 57.0.2987.37 (Official Build) 47a57c88d21c9db6c802e723966c0d7a1e5a991c-refs/branch-heads/2987@{#374} (32/64-bit)
OS: Windows (7,8,10)

What steps will reproduce the problem?
1) Launch chrome and open a New Incognito window.
2) Save any webpage and observe the 'Show all' button in Downloads shelf.

Show all button background is seen in black color.

Show all button background should be grey in color.

This is a Regression issue broken in M-55, will soon update other info
Manual bisect:
Good build: 55.0.2853.0
Bad build: 55.0.2855.0

Note: Issue is not seen on Mac and Linux OS.

Using the per-revision bisect providing the bisect results,
Good build: 55.0.2853.0 (revision : 416812)
Bad build: 55.0.2855.0 (revision : 417475)

You are probably looking for a change made after 417121 (known good), but no later than 417122 (first known bad).
