OS: Windows (7,8,10), Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and change browser language to Hindi from chrome://md-settings/languages.
2. Now, navigate to chrome://md-settings/importData page and click to open drop-down list.
3. Hover the mouse pointer on last option (HTML फाइल को बुकमार्क करता है) of drop-down list and observe.

Weird white space is seen between blue highlight and lower border of drop-down list.
No such white space should seen between blue highlight and lower border of drop-down list. 

This is a non regression issue, seen from M-56 series (56.0.2921.0).

Note:
1. This issue is not seen on Mac OS.
2. This issue is seen on Linux OS, without changing the browser language.
