Regression : Unnecessary 'English' language is seen which is in disable form in chrome://md-settings/languages.

OS: Windows(7,8,8.1,10),Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/languages
2. Now click on 'Spell check' and observe 'English' language which is in disable form

Actual: Unnecessary 'English' language is seen which is in disable form
Expected: No such 'English' language which is in disable form should be seen

This is regression issue, broken in ‘M 53’ and will soon update other info :
Good build:53.0.2774.2
Bad build: 53.0.2776.0

Note : Issue is not seen in Mac OS.

Using the per-revision bisect providing the bisect results,
Good build: 53.0.2774.2 (Revision: 400850).
Bad build: 53.0.2776.0 (Revision: 401299).

You are probably looking for a change made after 400887 (known good), but no later than 400888 (first known bad).
