In the new zerg+loem model, we are dealing with the challenge that multiple projects with different settings may need to share same overlay (i.e,, same toolkit).

Currently there are few settings hard-coded in test lists, including customization id, rlz_brand_code, shopfloor, build phase, ... etc.

We should clean up and move them all to be provided by shopfloor (with the revised shopfloor service API), or other approaches so the test list can be really shared between different projects without local modification.
