Issue descriptionChrome Version: 57.0.2987.37 beta OS: Ubuntu 14.04,Windows What steps will reproduce the problem? (1)Launch chrome and change language to arabic [LANGUAGE=ar google-chrome-beta] (2)Go to chrome://settings >> Open devtools, dock to left >> Drag devtools to right and observe Expected: No flickering of chrome://settings page should be seen. Actual: Instead chrome://settings page flickers. This is Non-regression issue seen from introduction of dock to left option in devtools i.e;from M58.[58.0.2988.0]

The flickering seems to be a lag between splitter dragging and viewport resizing. I can reproduce it on an English Chrome 58.0.3009.0 on Linux when docked to left. The same lag occurs even when docked to right, especially when the target page is huge. I don't see how the lag could be completely eliminated if the target page takes a significant time to relayout. dgozman@, do you have any ideas?
