Regression: Weird flickering of scrollbar is seen on dragging devtools when docked to left

Chrome Version: 58.0.3006.0 dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and go to chrome://apps >> Hit F12 to open devtools and dock it to left
(2)Now drag devtools towards R.H.S and observe while dragging

Expected: No such scrollbar should appear and no flickering should be seen.
Actual: Instead unwanted scrollbar is seen and flickering of it is seen.

This is a regression issue broken in M58.

Somehow Unable to reproduce the issue on the Linux Ubuntu 14.04 and Mac OS 10.12.2 doesn't show scroll bar when dragging on chrome version: 58.0.3006.0.


@Sindhu: Since you are able to repro, could you please provide the bisect for this.

Issue is seen with screen resolution of 1366x768 on linux machine.
