Can't switch profiles from "People" menu while using a Supervised User profile

Issue description

Chrome Version : 58.0.3006.0(Official Build)Revision d6822b0656d0a9a13ca7926806e22b3afa4d2bf9-refs/heads/master@{#448862} (64 Bit)
OS:Mac (10.11.6,10.12.1)

What steps will reproduce the problem?
(1)Launch chrome and login into browser with valid credentials.
(2)Create supervised user from 'manage people',click on avatar icon of supervised user observe managed profile option.
(3)Now click on 'people' from tool bar and observe the profile option.

Actual: Profile button under people section of toolbar is disable even if it's enable from avatar icon.

Expected: Profile button under people section should be enable if it's accessible from avatar icon.

This is a Non-regression issue seen from 'M 54' series i.e 54.0.2802.0


Note: Issue not seen on Win & Linux OS.

Note:
Above issue is seen on latest beta 57.0.2987.37 (Official Build) as well.
Status: Untriaged (was: Unconfirmed)

Summary: Can't switch profiles from "People" menu while using a Supervised User profile (was: Profile button under people section of toolbar is disable even if it's enable from avatar icon.)
This is a very low priority issue, since there's an easy workaround (just switching via the user menu).

But assigning to Jerome since it's related to profiles/user menu.
