Regression : Hover effect is not seen for long profile name in avatar overlay.

OS: Windows(7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome, and click on avatar icon on Top RHS of browser and click on profile name which navigates to chrome://settings/manageProfile
2. Now type any long text in Name field and click on 'Save' button.
3. Now again click on avatar icon in top RHS of browser and hover mouse over profile name,observe

Actual: Hover effect is not seen for long profile name in avatar overlay
Expected: Hover effect should be seen for long profile name in avatar overlay

This is regression issue, broken in ‘M 58’ and will soon update other info :
Good build:58.0.3004.0
Bad build: 58.0.3005.0

Using the per-revision bisect providing the bisect results,

You are probably looking for a change made after 448227 (known good), but no later than 448228 (first known bad).

@mnikam, did you make a mistake in the actual and the expected video? In the actual, I can see the tool tip over the long name. And I don't see it in the expected. Plus, I'm surprised because it used to didn't work before my commit. I can see it on top of tree on linux since my commit.

Expected : Grey focus highlight(Hover effect) should be seen on profile name when mouse cursor is kept on it 

Note : Issue is not about tool tip but its about hover effect (Grey focus highlight) which is not seen for long profile name.Kindly review the attached screenshot.
