Canary goma client releases on a small part of the fleet before rolling out to all builders.

We could have another "canary" CIPD ref that some builders (maybe FYI?) install instead of the release ref.

I'm changing my tool to release goma client cipd. https://critique.corp.google.com/#review/146864696

it will release to goma canary (ref=candidate) first, then
set-ref release for all builders.
