Keep history of CIPD ref changes.

Issue description

We should be able to quickly tell if a ref on a package was changed, who did it, and what its old value was.

FWIW, I think it's a good feature that it is really missing now. I imagine something like:

$ cipd ref-log infra/tools/cipd/linux-amd64 -ref latest
<date> <who> <instanceID>
...

Will require extending datastore model to actually store this info, as well as an Endpoints API method for reading it, and a subcommand in cipd client to use this API.
