Support breakpoints on canvas context creation

Project Member Reported by kbr@chromium.org, Feb 8 2017

Issue description

Two times in the past week we've wanted to be able to set a breakpoint when the web page creates a rendering context for HTMLCanvasElement. Could this ability please be added to DevTools?

Thanks.

Thanks again!

No problem. We should a dozen or two more of these and improve the UI for toggling them.
