cast_extension_discoverer.js should use <script> instead of XHR

The current logic to access the Cast SDK served via the Media Router component uses <script> instead of XHR.  This bug tracks updating this logic to reflect the published version used by external sites.

yoshiki@, is the code in cast_extension_discoverer.js in active use?  I haven'nt been able to access Cast from the Files app the last times I have tried.
