Gtk3: No border around location bar when using HighContrastInverse

Issue description

Chrome Version: ToT
OS: Ubuntu 16.04

HighContrast[Inverse] is an ugly theme provided standard with Gtk for the visually impaired.

Chrome always renders a black border around the location bar, so there is no contrast between the location bar and toolbar.
