[Payments] Move Android strings to components/payments_strings.grdp

The plan is to use the strings on desktop in a next patch.

+Alex: Do we need to update some internal release scripts to pick up the new file payments_strings.grdp? I seem to recall needing to do that for https://cs.chromium.org/chromium/src/chrome/app/address_input_strings.grdp.
