Window snapping and restore seem odd

Issue description

Chrome Version       : 56.0.2924.87
OS Version: 9000.82.0

Also, after a window is half-screen perfectly aligned to the left or right by that feature of dragging the title bar to the left or right, and then toggling to maximize/restore button, the window does not restore to the position where it was. But when I toggle the maximize/restore button after manually sizing and placing a window somewhere, the window returns to the position and size where it was upon restore. I would expect it to remember the half-screen position for restoring in the same manner.

I think we need to re-evaluate how window restore works, both in light of this and our developing multi-monitor story.

Let me make a summary here:

Goal one:
For splitview (snapped state), we want it be able to toggle bounds between maximized(fullscreen) and snapped bounds, either by shortcut/click caption-bar/maximize icon, etc.

Question for Goal two, which is not described here:
Do we want it be able to restore snapped bounds after minimizing and unminimizing?

cros: Fix minimized snapped window may not restore to the snapped bounds

Changes:
When new window is created, and snapped by shortcut, the minimizing/restoring will still be affected by window_positioner. This CL is to fix that.

TEST=test that the case(a) in  crbug.com/692175  is fixed, test coverage is also added.
