isolate server is unable to "see inside" small file archives created by exparchive

What steps will reproduce the problem?
(1) Upload an archive using the new exparchive command.
(2) View the archive using the isolate server.
(3) See the .tar files, but unable to look inside them.

What is the expected result?

You are able to view inside the small file .tar files.

What happens instead?

You just download them.

There was a discussion with rewriting the isolate web ui, but we never followed through.
