Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/55.0.2883.87 Chrome/55.0.2883.87 Safari/537.36 Steps to reproduce the problem: not sure how to reproduce other than on my machine. webrtc-internals dump from https://webrtc.github.io/samples/src/content/peerconnection/pc1/ is attached though. I saw bad resolution and framerate and grabbed a webrtc-internals dump. What is the expected behavior? The bandwidth ramps up fast. What went wrong? The bandwidth takes a minute to ramp up to 2mbps. The video quality during ramp up is bad. Originally discovered in a local-local appear.in call where the pixelattion was much more visible. Switching that call to 720p resolution using ?hd increased both video quality and ramp up drastically. The available send bandwidth in the dump starts at 11000 and increases by exactly 1000 per second / getStats call. Did this work before? Yes Does this work in other browsers? Tested on Ubuntu 14.04 using chrome canary M58 #58.0.3006.0 and chrome version M57 #57.0.2987.21 and M58 #58.0.3004.3 and didn't observe any difference. Attached screencast for reference. @fippo-- Could you please check in latest chrome dev and also please provide us the expected result in clear steps or possible screencast , so that would help us in traiging the issue better. Thanks!

58.0.3004.3 doesn't have that problem any longer. Which makes it more likely this is a duplicate of the bug linked.
