scroll animation is broken when the scroll switches from Impl to main

Chrome Version: 58.0.2999.0 (Developer Build) (64-bit)
OS: linux

What steps will reproduce the problem?
(1)Make sure smooth_scrolling is enabled.
(2)open the attached html file and scroll on the purple div. When its scrollTop passes 100, scrolling will switch from cc to main.
(3)Reload the page and try to scroll on the purple div again.

What is the expected result?
It should scroll normally.

What happens instead?
The div doesn't scroll at all.

I narrowed down the regression to 435499-435507. Among these commits https://codereview.chromium.org/2538973002 looked like the most related one.
Here is the list of suspected cls:

This appears to be fixed in 59.
