Regression: Unwanted darklines are seen in between lines on selection

Issue description

Chrome Version: 58.0.3005.2 dev
OS: Ubuntu 14.04,windows

What steps will reproduce the problem?
(1)Launch chrome and go to https://bugs.chromium.org/p/chromium/issues/detail?id=689452 
(2)Select steps to reproduce and observe thicklines between lines

Expected: No such thickline should be seen while selecting.
Actual: Instead thicklines are seen between lines when selected.

This is a regression issue broken in M57.

This is WontFix, but I'll let Walter flip the bit in case I'm wrong.

Correct, this is intentional, not a regression. It should not be common on most pages, it happens to show on crbug. We'd like to improve how this looks down the line through aggregating highlight region rather than the fragile logic we were using previously. That work is tracked in bug I am duping to.
