power_DarkResumeShutdownServer: This test is flaky.

We can see the power_DarkResumeShutdownServer is flaky on daisy and elm boards. (2 fails over 3 runs on elm, 1 fails over 1 run on daisy).

remove test power_DarkResumeShutdownServer from toolchain builder.

The test is flaky, and we want to remove it from toolchain builder
test suites.

BUG= chromium:689598 
TEST=run_test inside cbuildbot dir passes.
     cbuildbot -g 438683 --remote amd64-gcc-toolchain does not run this test.
