Steps to reproduce the problem:
1. Set keyboard layout to Switzerland
2. Open Devtools console
3. Type '[' (which is done with Ctrl+Alt+[ on the swiss keyboard)

What is the expected behavior?
A square bracket [ appears in the console input field.

What went wrong?
Devtools switches to the tab to the left.

This is because there is a keybinding for switching tabs on Ctrl+[ and Ctrl+]. This works on US keyboards, but not on swiss keyboards, where a [ cannot be typed without pressing Ctrl.

This bug is very annoying because I always have to type the square brackets somewhere else and copy paste it to the console.

Did this work before? Yes. Not long ago, probably previous version.
