Determine how to layer Web-specific policies on top of Screen Orientation Mojo impl

Issue description

//content/browser imposes web-specific policies on the Screen Orientation Mojo impl (e.g., the screen orientation should be unlocked if the user navigates to a different page). These policies are clearly on top of, rather than part of, the Screen Orientation Mojo service. How can they be transferred to the client side? Can they be implemented in Blink, or does there need to be a browser-side intermediary between Blink and screen orientation (that communicates with screen orientation via Mojo rather than C++)?
