I can't update usernames or passwords for sites once it has changed.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Go to a website
2. type in new username and new password
3. the pop up box does not ask me to save new password

What is the expected behavior?

What went wrong?
Not given the option to save new password or username. 

Did this work before? N/A 

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 24.0 r0

Can you please provide more details, including a specific URL that reproduces this problem, and either a screenshot or a description of "the pop up box"?
