Non-Regression:Overlay Flickering is seen for 'Grammarly for Chrome' extension.

What steps will reproduce the problem? 
(1)Launch Chrome and add the 'Grammarly for Chrome' extension by using the above URL
(2)Click on the Extension icon and observe the overlay at the horizontal scroll bar.(Kindly refer the video)

Expected Result: Overlay should not flicker.
Actual Result: Instead, Overlay flickers at the horizontal scroll bar.

This is a Non-Regression issue seen from M-40(40.0.2214.0)

Able to reproduce the issue on Non-Corp Ubuntu 14.04 using 58.0.3005.2.

Note: Not able to repro on Non-Corp Mac 10.12.2.

This is an issue in the extension itself, not in the Chromium extension system.
