Non-regression: County and City fields get swapped after saving address field in autofill |

Issue descriptionChrome Version: 58.0.3005.2 dev OS: Ubuntu 14.04,Windows What steps will reproduce the problem? (1)Launch chrome and go to chrome://md-settings/autofill >> Click on add and Give City name[say California] and County name[say Santa clara] (2)Now save. Now open the saved data and observe the fields Expected: City should be California and County should be Santa clara Actual: Instead fields gets reversed. This is a Non-regression issue seen from the introduction of add address field in md-settings autofill from M54.
