Regression: In Switch person window, incorrect focus position is seen on pressing Tab key.

Issue description

Chrome Version: 58.0.3004.4 54ca43feba44b861ed9986bb7d3b65d7178edd41-refs/branch-heads/3004@{#5} (32/64-bit)
OS: Windows (7, 8, 10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, click on avatar icon and select 'Manage People' option.
2) Click beside user profile icon, press Tab key and observe.

On pressing Tab key, 'BROWSE AS GUEST' button gets highlighted.

On pressing Tab key, user profile should be highlighted.

This is a Regression issue broken in M-55, will soon update other info

Good build: 55.0.2855.0 (Revision: 417475).
Bad build: 55.0.2857.0 (Revision: 417845).

You are probably looking for a change made after 417581 (known good), but no later than 417582 (first known bad).

I just tried with Version 58.0.3012.0 (64-bit). I can't reproduce this issue on macOS and on Linux. You just press tab?

Do you have any extensions? If so did you try without any extensions?

With response to comment #5: The above issue is reproducible on latest Canary # 58.0.3019.0. To reproduce the issue open Switch person window, click in the empty area and then press Tab key.

I do not have any extension installed and I am able to reproduce the above mentioned issue without any extension.

This appears to only be an issue on Windows. I am also unable to reproduce it on Mac.

It's not P1, but sounds like it's still a valid P2 bug. Keeping assigned to you, Jerome, with P2.

I can't on macOS using 60.0.3097.0 neither, and Linux 60.3098.0.

I need to find a windows computer to try it.
