LCD display has flicker in YAHOO-NEWS page(TW)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Open Yahoo NEWS page (TW)
2. move cursor slowly between news subject, but don't click any thing
3. file URL:"https://kyonpu.no-ip.org:5001/fbsharing/np9fdpov"

What is the expected behavior?

What went wrong?
LCD display has flicker in YAHOO-NEWS page(TW)

Did this work before? N/A 

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

Unable to reproduce the issue on Win-10, Ubuntu 14.04 and Mac 10.12.2 using chrome reported version #56.0.2924.87 and latest canary #58.0.3004.3.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened Yahoonews.com
2. moved cursor slowly between news subject.
3. Didn't observe any flickering in that page.

Reporter@ - Could you please check this issue on latest canary #58.0.3004.3 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

I try v57 & v58, both of those happen again, computer appear the same symptom.
