ChromeOS lost my custom wallpaper, and even my session state, again

Issue description

Chrome Version: 57.0.2987.19 (Official Build) dev (64-bit)
OS: ChromeOS

What steps will reproduce the problem?
(0) I had two accounts previously added on my Chromebook Flip.
(1) Let a friend add their two accounts (corp and personal).
(2) On a different ChromeOS device, remove and re-add my corp account.

What is the expected result?

Expect that my wallpaper is unaffected by other people using my device.

What happens instead?

After #1 my Chromebook Flip lost the custom photos I was using as wallpaper under both my personal and corp accounts.

After #2 my Chromebox also failed to re-install my custom wallpaper when I re-added my account.

Opening the dialog to re-apply my wallpaper, I notice a couple of other bugs:
- Several of the photos I have used in the past as custom wallpaper are listed twice, under Customized.
- The default wallpaper (a sort of red sunset) is listed under Customized, and can't be deleted from there.

Summary: ChromeOS lost my custom wallpaper, and even my session state, again (was: ChromeOS lost my custom wallpaper again)
I've just re-signed-in to the secondary account on this device, and found that:
1. It has also now lost the custom wallpaper I had configured for it (i.e. re-adding my corp account to the device appears to have broken the wallpaper on the other account).
2. It has lost the set of tabs that I had open in the secondary account.

This seems to indicate a problem in reading your preferences file.

It seems very strange that adding a new account would trigger a break in
some other account; could we be purging cached data to make room, not
realising that we actually need that data?
