[devtools] network panel doc link is old

Steps to reproduce the problem:
Go to Network panel > Timing tab.

What is the expected behavior?

What went wrong?
"Explanation" links to a deprecated doc.

Did this work before? Yes 

Chrome version: 58.0.3004.0  Channel: canary
OS Version: OS X 10.12.3
Flash Version: 

I'm putting in a fix now.

Updates URL in "Explanation" link on Timing tab of Network panel. Links
to the new Network panel reference doc.
