Audio ducking with Screen Reader when Chrome fires audio event |

Issue descriptionChrome Version: 58.0.3004.0 (Official Build) canary(64-bit) OS: Win10 Screen reader: NVDA 2016.4 and JAWS 18 if you don’t use a USB headset (using a wired one), if you have an audio thing that pops up, like a hangouts call, it ducks the screen reader volume down. This is with Windows 7 an 10. There is a setting in control panel, and this is only supposed to be for media. But somehow the audio drivers are not working properly for Chrome. “I use my USB headset because of this.” [Video recorded to show how the screen reader is ducking audio] https://goo.gl/photos/JSAfTpd4uVxeEciw6 What steps will reproduce the problem? (1) Using above combo In hangouts.google.com with laptop speakers or wired earphones (2) RReceive Hangouts all (3) Run ChromeVox extension What is the expected result? Screen reader text-to-speech volume to remain "normal" What happens instead? TTS from screen reader audio-ducks

@chaok, your description mentions JAWS & NVDA at the top, but the steps only mention ChromeVox. Does the bug occur with all 3 or only ChromeVox?

I think it's all screen readers. The video does use NVDA.
