Outline pane in Docs is silent with NVDA

Issue description

Chrome Version: 58.0.3004.0 (Official Build) canary(64-bit)
OS: Win10
Screen reader: NVDA 2016.4 and JAWS 18

you can open the outline pane in Docs to show you a list of headers. When I did that, there was no verbalization.

What steps will reproduce the problem?
(1) Using above combo
(2) docs.google.com
(3) Open outline pane 

What is the expected result?
list of headers

What happens instead?
silence

In an example doc with many headings, I am able to hear the outline pane read with both JAWS and NVDA. I bring focus to the outline pane by launching it and can use the arrow keys to move up and down the list. Each heading is read and pressing enter brings me to the correct part of the page. 

Resolving this bug.
