Issue description

Chrome Version: 58.0.3004.0 (Official Build) canary(64-bit)
OS: Win10
Screen reader: NVDA 2016.4 and JAWS 18

it’s a few times a week. If I’m editing a document, or editing and adding comments--Seems like focus can be unstable in Chrome.” 

What steps will reproduce the problem?
(1) Using above combo
(2) docs.google.com
(3) Edit body/comments

What is the expected result?
Focus to properly enter comments dialog and return to document body

What happens instead?
Focus stays in document body and doesn't go into comments dialog

 
As with on the Gmail bug that just got filed, it's unclear that this isn't a website issue, rather than a Chrome issue.

Please confirm the same site works correctly in other browsers before filing a bug against Chrome.

Filed per user study and works in Firefox+JAWS, so a Chrome issue.
