Steps to reproduce the problem:
1. Open an app that create a window with window options ShowInShelf=true
2. Pin that new window.
3. Reboot the system.

What is the expected behavior?
The pinned window should still be on the shelf.

What went wrong?
The app window that was previously pinned is gone.
