Alt+Search does not work when Ctrl is remapped to Search

Issue description

Google Chrome	56.0.2924.87 (Official Build) beta (64-bit)
Platform	9000.82.0 (Official Build) beta-channel samus

What steps will reproduce the problem?

(1) Visit Settings > Keyboard settings and remap Ctrl as Search
(2) Press Alt+Ctrl to toggle Caps Lock

What is the expected result?

Alt+Ctrl toggles Caps Lock because Ctrl is remapped to Search

What happens instead?

Nothing.

Actually Alt+[Ctrl | Search] is working but it's buggy! You have to press Alt and hold and then press press Search and release while still holding Alt.

I think I have an idea why this is happening. I'll fix this soon.

Oh, this is actually a dup.
Is this? On my machine, Alt+Ctrl *never* works (I tried the 4 ways and none of them worked.)

Does https://codereview.chromium.org/2686833005/ fix this as well?

I just tried it on a peach_pit and it works. Please let me know if it doesn't.
