ShortcutHelper#createHomeScreenIconFromWebIcon() is not called for icons generated from banner

In particular, ShortcutHelper#createHomeScreenIconFromWebIcon() sometimes resizes the icon

The homescreen icon is different when adding https://pwassemble.herokuapp.com/?id=5914969367379968 to the homescreen on an Nexus 5x (when WebAPKs are disabled)

This is a known issue that I haven't had time to get around to fixing (plus what the fix should be is contentious).
