Add presubmit check to verify TODOs are proper

How about adding a presubmit check that runs on files you are changing.

It would...
- Error if there are TODOs in the file without an owner
- Warn if there are TODOs in the file with closed bugs referenced

Could be a fun little project.

It could be, but you've got the priority for it correctly set at 3.
