random "chrome_elf.dll is missing" popups

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.21 Safari/537.36

Steps to reproduce the problem:
hard to tell. i'm getting random popups:

"Application popup: chrome.exe - System Error : The program can't start because chrome_elf.dll is missing from your computer. Try reinstalling the program to fix this problem."

What is the expected behavior?
no popups?

What went wrong?
happened 3 times already, once yesterday, twice a moment ago. nothing seems to crash per se - not even a single tab - but there's obviously something wrong, like chrome is trying to launch another process (update?) and it fails. i've checked the scheduler though and couldn't corelate those popups with googleupdate at all. also, while the popup was active, go to process in task manager pointed at csrss.exe.

Is it a problem with a plugin? No

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

additional note, i'm using microsoft security essentials, but since the browser in general works (and i've restarted it already without problems), i doubt that's the issue.

Chrome_elf.dll - dll file called "Google Chrome" is a part of Google Chrome program, Some applications or games may need this file to work properly. If chrome_elf.dll is missing, whenever you start the application/game you may experience various kinds of errors. 

Could you please recheck this issue by uninstalling chrome completely and deleting the chrome folder which is available in your system drive. For example navigate to path (C:\Users\username\AppData\Local\Google\Chrome) and delete the chrome folder and fresh install latest chrome Beta from the below link, If issue still persists please reply to this comment.

and how blowing up the configuration of the software i'm using all the time for work (thanks to secure shell extension) may help debugging this issue?

as i've said, the error is raised by csrss.exe - that implies some service is involved, and despite the fact i wasn't able to corelate this with google update - that's the main suspect, imho. no new software was installed on this machine recently, nor any software other than chrome was updated (except microsoft security essentials updating its database), so if any 3rd party software would be involved, the issue would show up earlier.

it never happened with chrome closed either (which almost never happens here though), and none of the software i'm using is in any way using chrome. besides, reinstalling it would just place that dll where it is currently - because it is there, i've checked that much.

one other possible suspect could be secure shell - if there's something in the nacl part of it that goes bonkers with new versions of chrome. there wasn't a new version of it in months though, and those popups don't seem to affect it in any way, nor to be in any way related to anything i'm doing at that moment, be it in chrome, secure shell or any other app.

bottom line is, chrome without my current configuration is next to useless to me, so i won't be spending hours or days on fresh profile (and there's nothing fancy in my settings either - ublock origin, secure shell, search by image, h264ify, google translate, google keep and deactivated hangouts - that's about it). as for fresh install of the browser itself, afaik update counts as that - old stuff gets removed, new version gets installed, and that happened 4 days ago according to my last comment here, nothing changed. no changes in chrome configuration were made either, no new extension installed, nothing. i'm keeping chrome running 24/7, it gets restarted mostly only after the update, and as you can see by the start date of this issue, the trouble started after one such update.

i understand that this issue may be hard to track down, but i'm 100% sure chrome is to blame, and the last thing i would want is to switch to release channel only to find out later that this issue made it there as well. it's not a new problem either, such things were happening earlier for many users, but then it was preventing chrome from starting - i'm not getting it on launch, nor does it seem to affect it in any way at all, so the chance is that other people are getting it and ignoring it. the question is, what in chrome itself could possibly cause it.
