prep: set "Require screen lock to wake from sleep" in settings.
(1) ctrl-alt-z to turn on chromevox
(2) tap power button to turn screen off, we should hear "alert screen off"
(3) tap power button again to turn screen on, here "alert screen on" is missing, instead it talks back "password edit text, etc".
(4) tap power button again and again, it is all right.

What is expected:
In (3), it should be "alert screen on" first and then "password edit text, etc".
