Test behavior of window.open from a WebAPK

I think this should show the minibar UI (assuming it's out of scope) but I don't think I've ever actually used a site where it happened.

Window.open() would previously open up in ChromeTabbedActivity, recently I changed it to a ChromeCustomTab in a separate Android task. Let me know if there is any follow up on this.
