Retail whitelist request from Tesco (UK retailer)

Issue description

Hi, I work in the Sales team managing Tesco (largest grocer in the UK). I wanted to send their request. Please see their request below. Please can you let me know if there is a better place to direct this or if you are able to help?

"We have had several customer complaints around a payment issue on Tesco Direct (http://www.tesco.com/direct/) and potentially on the grocery ecommerce site.  After some investigation Technology have found the issue occurs when a customer has the setting in Google Chrome “Disable 3rd party cookies and site data” checked. With this setting checked - the customer goes to the checkout window - the 3DS payment window appears (where applicable) and the customer is unable to complete payment and the window hangs.  The customer will not be able to check out on the browser.
 
Our Technology team are looking into this however I have been asked to find out whether a Google Chrome ‘retail whitelist’ can be created. Is it possible to implement a global whitelist for this setting so that 3DS can be administered even with that setting checked.  We obviously are aware that we will need to consider other browsers too, where this issue occurs.
 
If you can help me find out whether this is possible, it would be much appreciated.
