Currently we have a charging manager in Goofy, but after finalization has been reached, the wipe-in-place won't have anything that controls battery charge/discharge.

This creates a problem that if partner will do something to delay wiping process or postpone cutoff, for example not attaching network cable for inform_shopfloor or not doing attach/remove ec, then battery may reach unexpected level and needs further charging/discharging.

This makes wiping time longer and may cause unexpected issues like device shutdown or reboot.

As a result, we should have something that controls battery charging in background, even in cutoff stage.
