What steps will reproduce the problem?
(1)Recover OS>> Create a supervised user>> go to Files. app>> and observe

Expected: Add New Services feature should not be seen as it's a limited user
Actual: Instead Unnecessary Add New Services feature is seen

Raising this as a Non-Regression issue as issue is seen since M55

Issue is not applicable to Linux and Windows
