Regression: Unnecessary auto-scrolling of chrome://md-settings/reset page is seen in swanky device.

Issue description

Chrome Version: 58.0.3001.0/9254.0.0 dev-channel Swanky
OS: Chrome

What steps will reproduce the problem?
(1)Navigate to chrome://md-settings page>> Open settings main menu and click on Advanced link
(2)Now click on reset option and Observe

Expected: No such auto scrolling of chrome://md-settings/reset page should be seen. 
Actual: Instead unnecessary auto-scrolling of chrome://md-settings/reset page is seen

This is regression issue as it is working fine in 55.0.2883.82/8872.67.0 stable channel swanky.

Issue is also seen in 56.0.2924.87/9000.82.0 beta channel swanky.

Note:
1. Issue is seen only in swanky device.
2. Issue not seen in Linux and also in wolf and glimmer with same build.

Michael, do you have an idea why this would only be happening on this device ('swanky device')? I'm wondering if it may be animation related or maybe the extra padding dynamically added at the end of the page.

It is not device specific. I can reproduce this on a Pixel (ToT only, not on 57) by setting the page zoom level to 90%. I was able to reproduce it at different screen resolutions (1440x956 or 1600x1062), but only with the page zoom set to 90%.

[MD settings] prevent scrolling contents due to floating point noise

This CL rounds up a floating point value to avoid a slow automatic
scrolling in the md-settings.
