Regression : Focus is seen outside of the Border line at 'Proxy settings' in OOBE screen

Chrome Version: 58.0.3001.0/9254.0.0 dev-channel Wolf, Swanky, Glimmer
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen Click on "Let's go" ->'Connect to network' screen is seen
(2)Now Click on 'Proxy settings' and observe Focus is seen outside of the Border line

Expected: Focus should be with in the Borders
Actual: Instead Focus is seen outside of the Border line 

This is Regression issue as same is working fine in 56.0.2924.67/9000.66.0 Beta-channel Quawks

As per comment # 1 checked Issue in 59.0.3041.0/9389.0.0 dev-channel Peppy Build and unable to repro the issue.
