Regression : Weird behavior of vertical scroll bar is seen in 'Performance' section of devtools.

Issue description

Version: 58.0.3003.0 54e021d3b036d70e5a50d4a74db1238d95f49040-refs/heads/master@{#448160}
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now go to 'Performance' section and press 'Ctrl + R' to record some activity.
3. Now click on 'Event log' tab and try to scroll vertical scroll bar using mouse wheel or drag the scroll bar using mouse cursor,observe

Actual: Weird behavior of vertical scroll bar is seen when scrolled via mouse wheel or dragged with mouse cursor
Expected: Weird behavior of vertical scroll bar should not be seen when scrolled via mouse wheel or dragged with mouse cursor

This is regression issue, broken in ‘M 58’ and will soon update other info :
Good build:58.0.2993.0
Bad build: 58.0.2994.0

Using the per-revision bisect providing the bisect results,
Good build: 58.0.2993.0 (Revision: 446204).
Bad build: 58.0.2994.0 (Revision: 446546).

You are probably looking for a change made after 446209 (known good), but no later than 446210 (first known bad).
