This is a tracking bug for determining resource requirements for running layout tests on swarming.

There are two phases of interest:

1. Launch phase

As we launch layout tests on swarming for each platform, we will temporarily require some extra resources for swarming slaves while we continue to run tests on buildbot slaves.

2. Post-launch.

After we launch for each platform, we can return resources used by build slaves that are no longer needed.
