Images are clipped on some sites

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3000.4 Safari/537.36

Steps to reproduce the problem:
1. Go to GitHub.com (when logged out), or feedly.com (look at images), or Facebook (chat settings, or randomly in a conversation), or TweetDeck (compose → account chooser)
2. Observe cropped images.

What is the expected behavior?

What went wrong?
Images are unusually cropped or things are partially transparent. In some cases, zooming in with trackpad sometimes fixes it; zooming with ⌘+ moves the white bars.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes the one before that, I guess?

Does this work in other browsers? Yes

Chrome version: 58.0.3000.4  Channel: dev
OS Version: OS X 10.12.3
Flash Version: Shockwave Flash 24.0 r0

Status: Duplicate (was: Unconfirmed)
Able to reproduce the issue on the reported version: 58.0.3000.4 but the same works fine on the latest canary(58.0.3004.0).

Reverse bisected to identify the CL that would have fixed this.

Last bad build:  58.0.3000.0
First good build:58.0.3001.0

This looks to be same as  Issue 684829  and is fixed by https://skia-review.googlesource.com/c/7887/.
